Best HR software for Canadian small businesses

A Smithville shop just hired its second person and is still tracking vacation in a shared spreadsheet. They need employee records, time off, and an offer letter that does not live in someone’s inbox — not a US benefits marketplace and not a promise that “HR software” remits CPP. US roundups skip the part that changes the bill: CAD or an honest USD / quote label, whether payroll is a CRA T4 engine, and the week a sheet plus payroll software is still enough.

This comparison is what Canadian SMBs actually open: BambooHR (USD printed; US payroll add-on), Rippling (Canada quote page; no public card), Employment Hero (formerly Humi; Canada HR + payroll, Custom prices), and ADP Canada (Workforce Now On the Go — not US ADP RUN). HR software prices checked against public vendor pages, 7 September 2026. This is not an onboarding lab.

When a spreadsheet plus payroll software is enough

You have a handful of employees. Vacation is a column you update. The offer letter is a Word file you print. QuickBooks Payroll Canada, Wave Payroll, Wagepoint, or Zoho Payroll Canada already calculates CPP, EI, and the T4. Hours, if you need them, come from time tracking or a paper timesheet — not from a $250 USD HRIS floor.

That is enough for a lot of Smithville shops. Buy an HRIS when onboarding packets scatter across email, two people book the same Friday, or you want one login for records and PTO. A spreadsheet is not a performance-review suite. It is also not a retail rota.

BambooHR — USD card, US payroll add-on

Official bamboohr.com/pricing (7 September 2026): Core US$10 per employee/month. Pro US$17 per employee/month. Elite US$25 per employee/month. Payroll add-on lists federal and state tax filing and is marked US employees only. Benefits Administration is also marked US employees only. Bundle discount (15% when Payroll + Benefits are added) is US-employees-only. Global Employment (powered by Remote) is a quote-only Employer of Record / contractor add-on. Rippling — Canada URL, still a quote

Rippling is the product people buy when they want HR, IT devices, and spend in one stack. That is a real pitch. It is not a printed CAD PEPM, and it is not a substitute for reading whether the payroll module you were quoted files a T4.

Employment Hero — the Canada HR + payroll name (ex-Humi)

Official FAQ on the same Canada pricing page (retrieved 7 September 2026): Employment Hero acquired Humi in 2025; brand transition completed September 2025. Most Canadian buyers land on Employment Hero. Humi by Employment Hero remains the Québec / French-language product and is described as compliant with Québec payroll legislation. This is the shortlist pick if you want one Canadian-market vendor for people records and CRA payroll — and you will accept a sales quote instead of a public PEPM. Confirm Québec (Humi) vs the rest of Canada (Employment Hero) before you migrate. Humi’s Québec product pages still do not print a public CAD seat.

ADP Canada — Workforce Now On the Go, not US RUN

Canadian 1–49 employee marketing is ADP Workforce Now On the Go®. Public bundles: Enhanced (payroll + essential HR), Enhanced+ (adds recruiting and handbook-class HR), HR Pro (adds legal services and wellness). All three are “Get pricing.” ADP Workforce Now® is marketed for 50–10,000+ employees (payroll, HR, talent, time). Still a quote, not a public CAD list. adp.ca small-business and Workforce Now On the Go pages (retrieved 7 September 2026) say “Get pricing” and open a quote form. They do not print a CAD or USD plan card. Official FAQ copy: cost depends on payroll frequency, headcount, and services; most commonly a per-payroll processing fee and an annual base fee — no dollar amounts. ADP RUN is a US small-business payroll/HR family. It is not the product name on adp.ca’s 1–49 employee pages. Do not treat a US RUN Essential quote as Canadian Workforce Now On the Go pricing, and do not treat RUN as a CRA T4 engine.

ADP Canada copy: calculate, deduct, and remit federal and provincial payroll taxes; T4s and Relevés created and sent; Record of Employment generation. A separate payroll.aspx page names remitting federal and provincial income tax, Employment Insurance, and Canada Pension Plan. That is vendor marketing, not a published remittance schedule. Workforce Now On the Go markets time and attendance, shift creation, time-off requests, and an employee time-tracking app. That is not a published CRA hours table and not a substitute for /best-time-tracking-software-canada when the job is billable invoices. Pages market “Get payroll processing FREE for 3 months” with a terms-and-conditions asterisk. Confirm the live offer — this is not a published monthly CAD rate. Confirm remittance (who actually sends the CRA file) on the quote — same honesty as Wave on the payroll guide.

Gusto — honest US product, not a Canadian T4 engine

Official Gusto dollars from Gusto’s own Square comparison on gusto.com (published 2 August 2026; still the public table cited here): Simple US$49/month + US$6 per person (Gusto’s Square comparison table, 2 August 2026). Plus US$80/month + US$12 per person. Premium US$180/month + US$22 per person. Gusto’s published Simple / Plus / Premium dollars are US payroll prices with no CAD label. Treat them as USD. Official gusto.com FAQ (“Does Gusto work in Canada?”): core payroll is designed for US-based businesses. Two Canada options: hire full-time employees through Gusto’s Employer-of-Record service powered by Remote, or pay international contractors. Official country guide (gusto.com/product/global/country-guide/canada) repeats the Remote EOR path and contractor payments in CAD. That is not native CRA CPP/EI/T4 payroll for a Canadian employer. 1. Two to ten people, vacation in a sheet, CRA already running: stay on the spreadsheet plus payroll software for Canadian small businesses.
2. Canadian employer who wants HR and payroll in one Canada-market brand, and will take a quote: Employment Hero (Humi if you are in Québec).
3. Bank-introduced payroll / HR, bilingual, T4 and ROE on the marketing page: ADP Workforce Now On the Go. Ask for the quote. Do not buy US RUN.
4. People database only, USD budget, under 25 staff: BambooHR at the US$250 floor — then a Canadian payroll product.
5. Need devices, spend, and HR on one quote: Rippling. Confirm Canadian payroll in writing.
6. US company paying one Canadian through an EOR: Gusto Global / Remote — not Gusto Simple.
7. Hours into the pay file or the invoice: time tracking. Retail / hospitality rotas: employee shift scheduling.
